RSR Wave 2 Course Course Videos from 2023

Below are the recordings and handouts from the EPOC/CT DEEP RSR training courses offered in March 2023. We are posting them with permission from CT DEEP for a limited time prior to the annual LEP exam which is being offered on May 16, 2024. The RSR course was offered in 2023 in four sessions, each four-hours in length, for a total of approximately 16 hours of instruction. EPOC will not be offering a live version of RSR training courses this year.

The following presentations were performed by the Remediation Division of the Connecticut Department of Energy and Environmental Protection in March 2023 for the Environmental Professionals of Connecticut (EPOC). The presentations are intended to be an overview of the Remediation Standard Regulation (RSRs), section 22a-133k-1 through 22a-133k-3, and 22a-133q-1 of the Regulations of Connecticut State Agencies, which became effective on January 30, 1996 and revised in June 27, 2013 and February 16, 2021. This overview is designed to answer general questions and provide basic information. You should refer to the appropriate statute or regulation for specific language. It is your responsibility to comply with all applicable laws. The information contained in these presentations is intended only to acquaint you with the Remediation Standard Regulations and does not constitute the Department's interpretation of the applicable laws.

The courses are broken down as follows:

Course 1, Sessions 1 & 2: 

Course 1 includes two sessions focusing on 22a-133k-1 (general provisions) and 22a-133k-2 (soil). The first session is devoted to those aspects of the RSR that are related to general RSR provisions, general soil criteria concepts, direct exposure criteria (DEC), and additional polluting substances (APS). The second session includes those sections of the RSR that apply to pollutant mobility criteria (PMC), soil variances [engineered controls (ECs), widespread polluted fill (WSPF), and nonaqueous phase liquids (NAPL)], and reuse of polluted soil.

Course 2, Sessions 1 & 2:

Course 2 includes a two-part instruction focusing on 22a-133k-3 (groundwater) and 22a-133o (EURs). The first session covers those sections of the RSRs about general groundwater criteria concepts, groundwater protection criteria (GWPC), surface water protection criteria (SWPC), and volatilization criteria (VolC). The second session covers groundwater variances [technical impracticability (TI), incidental sources, and pesticides], groundwater compliance monitoring, upgradient plume, and a high-level review of the regulations related to Environmental Use Restrictions (EURs).
